If you have the European nationality (EU or EEA), then no. Thanks to the freedom of movement allowed by the EU, you can directly apply to French institutions and move to France.

If you are residing, studying in the UK but have a non-EU nationality, then you can still apply directly to French institutions (with the exception for a 1st year of Bachelor for which you need to fill in a DAP), but you do need to apply for a French visa at the Consulate General of France in London.
